Is this legal and safe?
Removing protection from documents you own or are authorized to modify (your bank statement, a file you locked yourself) is a normal, legitimate task - and it's safer here because the password and file never leave your device. Don't use it to bypass other people's rights.
Why does the unlocked copy lose selectable text?
True bit-for-bit decryption requires a native engine (QPDF) that currently needs special hosting headers - it's on our roadmap. In the meantime we decrypt and rebuild pages visually: they look the same on screen and in print, but the text becomes part of the page image.
It opened without asking for a password?
Then your file had no open password (only an owner/permissions lock). In that case just use it directly - Merge, Compress, and our other tools already accept it.
